Problem:
Animal well being isn't respected in Japan (theme cafés or zoos for example), I've seen tiny monkeys wearing a dress, on a leash, forced to do tricks in front of a zoo, under the sun to appeal customers
High Level Goal:
For the Japanese government to implement laws to protect animal and to forbid these kind of behavior/make it illegal
Behaviour to change:
I want people to stop normalizing treating animals this way and stop going to zoos or parks or cafés that don't treat animals this way
